摘要：
牧草品种良种繁育体系的研究和牧草种子证明制度的建立是完善牧草种子业的重要工作,可有力地保证牧草育种者、种子生产者和种子消费者的利益,激发育种者和生产者的积极性,最终极大地促进全国牧草种子业的商品化、正规化、法制化和科学化发展,加速我国进入国际牧草种子贸易.本文在总结“奇台无芒雀麦良种繁育及其技术的研究”课题工作、参考国外牧草种子证明制度和法规,听取部分国内专家的意见的基础上,首次在国内提出了“无芒雀麦品种原种和合格种子生产操作规程”,为建立无芒雀麦品种种子证明制度提供了一个讨论方案,对今后建立我国牧草种子证明制度有一定的参考价值.
Abstract：
The study on the seed multiplicationsystem of forage varieties and the establish-ment of seed certification regulations are theimportant work for developing the seed in-dustry. The seed certification program couldstrongly ensure the benefits of breeders,seed producers and seed consumers and en-courage theactivities of breeders and seedgrowers. At last, this work would greatlypromote the development of commercial-ization of forage seed industry and speed upthe international seed trade in China. Thispaper reported and discussed the seed certi-fication regulation of smooth brome grassvarieties firstly in China depend upon ourresearch program. study on the seed multi-plication system and techniques of Qitai va-riety (Bromus inermis Leyss. ),some forageseed certification regulations in foreigncountries and some suggestions from Chi-nese experts. This work would have an im-portant value for the further establishmentof forage seed certification regulations inChina.
