新疆畜牧业科技服务体系创新研究

摘要:

畜牧业科技推广服务是将科技应用于畜牧业生产、转化为现实生产力的重要途径,是实现畜牧业现代化的重要手段。为更好发挥科技服务对新疆畜牧业发展的助推作用,本文基于当前以政府行政管理部门和推广事业单位为主体自上而下的行政化推广模式为主的畜牧科技推广体系现状,发现新疆畜牧科技服务存在市场化科技服务经营体缺失,科技服务体系行政化;技术服务有效供给不足,科技供需失衡;末端科技推广不畅等问题。据此提出从科技推广服务多元协同的视角创新畜牧业科技服务体系,转变观念和技术推广并行,用市场机制促进新型科技服务经营体发展的建议。

Abstract:

As an important way to realize animal husbandry modernization, science and technology extension service can apply science and technology to animal husbandry production and transform it into real productivity. In order to better play the role of science and technology services in promoting the development of animal husbandry in Xinjiang, according to the current status of the animal husbandry science and technology promotion system, which is mainly based on government administrative departments and extension institutions, that is, top-down administrative promotion model, some problems were found, such as lack of market-oriented technology service operators, which led to the administration of the science and technology service system; the insufficient effective supply of technology services, which resulted in the imbalance of supply and demand; as well as the weak promotion at the end of service system, etc. Aiming at the problems,some proposals were put forward, including innovating the system from the perspective of diversification and coordination of science and technology extension services, changing the concept and paying equal attention to technology and idea promotion, as well as introducing the market mechanisms to promote the development of new technology service operators.
