【目的】菲律宾奶业长期面临生产基础薄弱、奶源自给率偏低的问题，其奶业发展进口依赖程度高达99%。鉴于此，本文旨在分析该国奶业的发展现状，并对其乳制品贸易潜力开展探究。【方法】在系统梳理菲律宾奶业发展历程的基础上，分析了其奶业生产现状、乳制品贸易结构及主要进口品类特征，并进一步探讨了菲律宾乳制品贸易政策与海关准入要求。结合宏观经济环境、国际经贸合作、产业比较优势及中菲乳业合作实践等方面，对中国乳制品出口菲律宾的潜力进行了综合评估。【结果】研究表明，菲律宾乳制品需求增长空间显著，而本国供给能力提升有限。【结论】中国乳制品对菲律宾出口具备良好的市场前景和现实可行性。
Abstract：【Objective】 The Philippine dairy industry has long faced challenges such as a weak production base and low milk selfsufficiency rate, with import dependence reaching 99%. This paper aimed to analyze the current status of the country's dairy industry and the trade potential of dairy products.【Methods】 Based on a systematic review of the development history of the Philippine dairy industry, its current dairy production status, trade structure of dairy products and the characteristics of major imported product categories were analyzed. Furthermore, Philippine dairy trade policies and customs access requirements were discussed. On this basis, a comprehensive assessment was conducted on the potential of Chinese dairy exports to the Philippines, from the perspectives of the macroeconomic environment, international economic and trade cooperation, comparative industry advantages, and practices in Sino-Philippine dairy cooperation. 【Results】 The results showed that there was significant room for growth in Philippine dairy demand, while the potential for increasing domestic supply capacity remained limited. 【Conclusion】Chinese dairy exports to the Philippines possessed promising market prospects and practical feasibility.
